构造信贷市场资金价格形成机制分析——对定南县贷款利率市场化改革的个案研究

文章通过对江西定南县利率改革试点进行个案研究，从宏观和微观两个层面探讨了如何构造信贷市场资金价格形成机制。

The topic is motivated by the relation of the notion of no arbitrage and the existence of martingale measures in Mathematical Finance.     

Generating Enhanced Fishery Rents by Internalizing Product Quality Characteristics

This paper demonstrates howadditional rents are generated in a fisherycharacterized by intraseasonal variation infish characteristics, including size,condition, and composition. Based on anexpanded conceptual model of the optimalharvest rule, fish characteristics affect preand post harvest production yields and outputprices. A dynamic empirical model, which uses asystem of quality characteristics and anhedonic equation, illustrates the complexrelationships and management choices associatedwith internalizing seafood qualitycharacteristics in a hake fishery. The modelretains the regulated open access managementsystem, but controls intertemporal andintersectoral quotas, production portfolios,and total allowable catch. Results demonstratethat including revenue-side effects frominternalizing fish quality can generatesignificantly greater rents and reduce therelative benefits of increased productionyields. If excluded, bioeconomic models canunderestimate the level of regulatory rentdissipation and overemphasize managementobjectives such as full utilization, whichcould misdirect processing decisions and resultin a suboptimal resource management plan.Implications for data collection,multidisciplinary analysis, and improvements inmarine resource management are discussed.

Do Fundamentals Explain the Behaviour of the Swedish Real Effective Exchange Rate?

This study examines the long‐run relationship between the real effective exchange rate and its fundamental determinants, and derives a real effective equilibrium exchange rate for the Swedish krona. Our results indicate that the krona was severely overvalued in late 1992, when the fixed exchange rate regime was abandoned. By the end of 2000 the krona was undervalued by approximately 5 percent, given the prevailing economic conditions. Arithmetic examples of suitable SEK/EUR conversion rates are calculated under various assumptions to provide a guideline if Sweden were to adopt the euro in the future.     

The anticipated and concurring effects of the EMU: exchange rate volatility, institutions and growth

Reduced exchange rate volatility and higher and less heterogeneous quality of institutional rules and macroeconomic policies are two of the main (anticipated and concurring) effects expected from a currency union.In this paper, we measure the magnitude of these two effects for the Eurozone countries looking at real effective exchange rates (REER) and at different indicators of quality of institutional rules and macroeconomic policies (QIRMP). We find that the first effect is much stronger than the second when we compare relative changes for Eurozone countries and the rest of the world in the relevant period.We further evaluate the impact of both effects on economic growth on a larger sample of countries. Our findings show that both have significant impact on levels (more robust) and on rates of growth (weaker) of per capita GDP.     

服务业集聚与产业结构优化关系探究

随着全球化进程的不断加快，服务业集聚已经成为人们普遍关注的话题。产业集聚在获得规模效应的同时避免了垄断现象的产生，服务业集聚不但拥有这样的优势，而且还有自己独特的形成和发展特点。从产业结构的优化角度切入，借助区位商和专门化率等分析指标，以江苏省和上海市为例，对服务业集聚的形成进行理论和实证分析，提出产业结构的优化对于服务业集聚的形成和发展有着积极的作用。合理的产业结构能够为服务业集聚提供坚实的基础，各地区应该根据各自的产业特点积极的进行优化，催生服务业集聚，加快本地区经济的进一步发展。     

城市房屋拆迁中的公共利益在程序法上的界定——兼评《城市房屋拆迁管理条例》第十六条

公共利益内涵在立法上的缺失,造成大量个人利益被侵犯的案例,在城市房屋拆迁中尤其突出。本文通过探讨如何从程序上赋予受公共利益影响者参与对公共利益内涵的确定以及在个人利益受到侵犯时给予司法救济的途径的问题,试图从法律程序上限制政府对公共利益的滥用,并最大程度地维护公民的个人利益,以此暂时回避对公共利益内涵问题的探讨。     

Why Money Growth Determines Inflation in the Long Run: Answering the Woodford Critique

Woodford argues that it is not appropriate to regard inflation in the steady state of New Keynesian models as determined by steady‐state money growth. Woodford instead argues that the intercept term in the monetary authority's interest rate policy rule determines steady‐state inflation. In this paper, I offer an alternative interpretation of steady‐state behavior, according to which it is appropriate to regard steady‐state inflation as determined by steady‐state money growth. The argument relies on traditional interpretations of the central bank's power in the long run and appeals to model properties that are common to textbook and New Keynesian analysis. According to this argument, the only way the central bank can control interest rates in the long run is via affecting inflation, and its only means available for determining inflation is by determining the money growth rate.
